Cboe BZX Exchange Listed Security Reg SHO Threshold List Issue Resolved

Overview 

Cboe BZX Exchange maintains on its public website a Reg SHO Threshold List to advise of BZX-listed securities having an aggregate fail to deliver position totaling 10,000 shares or more and equal to at least 0.5% of the issuer's total shares outstanding for five consecutive settlement days at a registered clearing agency. This list is also available for download via the website as well as via FTP.

As indicated in a previous notice, Cboe recently become aware of a third-party data provider configuration error, as well as a Cboe issue in processing data once it became available from the provider, impacting Cboe's ability to calculate the BZX Exchange Reg SHO Threshold List. As a result, data in the Reg SHO Threshold list has been either unavailable or inaccurate since the initial BZX Exchange security listing. 


Technical Details 

The third-party data provider configuration error as well as the Cboe data processing issue have both been resolved. As a result, effective as of October 29, 2019 the BZX Exchange Reg SHO Threshold List is now populated and accurate on the Cboe website, in the website download, and via FTP for the current date as well as all previous dates.

Post Mortem: Cboe System Time Synchronization Issue

Incident Description: Disruption 

Beginning at approximately 12:37pm ET today, Cboe observed a degradation in time synchronization across the Cboe BZX Equities, BYX Equities, EDGX Equities, EDGA Equities, BZX Options, EDGX Options, and C2 Options trading platforms as a result of an issue with a third-party time source vendor. Before it began reverting to normal at approximately 13:24pm ET, time appeared to have drifted as far as 300 microseconds ahead on the affected Cboe platforms. 

Members Affected: The issue would have affected timestamps for any member entering orders on or receiving market data from the Cboe BZX Equities, BYX Equities, EDGX Equities, EDGA Equities, BZX Options, EDGX Options, or C2 Options trading platforms. 

Corrective Action: Cboe has opened a case with its third-party time source vendor and is prepared to switch to an alternative time source if a synchronization issue recurs.

This list is also available for CSV download via the website as well as via FTP.

Cboe has recently become aware of a third-party provider configuration error impacting data used to calculate the BZX Exchange Reg SHO Threshold List. As a result of this issue, as well as a Cboe issue in processing that data once it became available from the third-party vendor, data in the Reg SHO Threshold list has been either unavailable or inaccurate since the initial BZX Exchange security listing. In addition, as part of efforts to remediate this issue, column headers in the CSV download file available via the website were removed overnight on Thursday, September 12, 2019. 

Technical Details:

Effective Monday, September 16, 2019, the column headers previously available in the website CSV download will be reinstated as they were prior to September 13, 2019. Cboe continues to work to resolve the issue in accurately populating the Reg SHO Threshold List, and further notice will be sent once a resolution date is known. Until that date, the Reg SHO Threshold list will continue to remain either unpopulated via the website and website CSV file download, or inaccurate via FTP.

Data is provided in CSV format including symbol, tape, and shares executed for the day and accessible via the links below.  This volume data should be used in place of yesterday's end of day summaries published by CTS.

Cboe Equities System Status Update: All Trades Reported for Cboe Listed Securities

Please be advised that following the SIAC failover to their secondary data center, all trades for all Cboe listed securities were successfully reported to CTS as of 16:35:12 ET.
Due to the SIAC issue, Cboe continues to work with SIAC to reestablish trade reporting to CTS from all Cboe equity exchanges for all other securities.
All Cboe systems are operating normally.

Cboe Equities System Status Update: CQS/CTS Failover

Please be advised that following the SIAC failover to their secondary data center, all CQS quoting from all Cboe equity exchanges was fully restored.

Due to the SIAC issue, Cboe continues to work with SIAC to reestablish trade reporting to CTS from all Cboe equity exchanges.
All Cboe systems are operating normally.

Please be advised that SIAC has experienced an issue affecting CQS and CTS processing, and have failed over to their secondary data center for the remainder of the trading day.  Cboe is currently in the process of connecting to the SIAC secondary data center.

All Cboe systems are operating normally.

Cboe EDGA Equities Exchange System Status Update - Order Handler Failover Complete

Please be advised that the Cboe EDGA Exchange completed the failover of a single failed order handler server at 06:58:22 ET.  All customers that experienced a disconnect due to this issue may now reconnect to their FIX or BOE ports.
