BATS Europe Extends BATS+ SOR Order Type to Euronext and Deutsche Boerse Markets

Dear BATS Europe Participants

BATS Europe is pleased to announce the extension of the BATS+ Primary order type to include the NYSE Euronext markets (Paris, Amsterdam, Brussels & Lisbon) and the Deutsche Borse market, effective today Monday 1st November 2010.

Overview

The BATS+ Primary order type is available via the BATS Europe Smart Order Router (SOR). It is designed to give participants an alternative way to route orders destined for the Primary Exchange. Participants who flag orders for BATS+ Primary will access the BATS Europe Dark Pool and Integrated Book up to and including the limit price before aggressively routing to the relevant Primary Market. After routing, any remainder will post on the BATS Europe Integrated Book unless the order is marked immediate or cancel (IOC).

Pricing

Any quantity executed on NYSE Euronext or Deutsche Borse markets will be charged 0.50bps in line with the BATS Europe Parallel and Cycle routing Strategies. Any quantity executed on the BATS Europe markets will be charged or rebated in line with the standard BATS Europe price list linked below.

Details

Orders marked with RoutingInst(9303) = PP will be eligible for routing to the relevant Primary Market after accessing the BATS Europe Dark Pool and Integrated book.

BATS Europe also offers participants, upon request to the Trade Desk, the option of defaulting their FIX port(s) to the required RoutingInst (9303) behaviour.

The BATS Europe SOR is only available to clients who are Participants of the BATS Europe MTF and who are classified as Eligible Counterparties. Participants who have not already signed a Client Order Routing Addendum and completed the SOR certification, will be required to do so.

BATS Europe Changes to the Certification Environment

Changes to the BATS Europe Certification Environment

BATS Europe is changing its Certification (UAT) environment. The changes are to the IP addressing scheme to make it more scalable and straightforward for our customers to connect to. Both the current and new addresses will be available during the migration, the current addresses will cease to be available after Friday 26th November 2010. There are no changes to the production environments and the change applies to the BATS Europe Certification environment only.

The migration process is designed to be as simple as possible:

* For all internet VPN access the destination IP address and port does not change and no action is required.
* Participants targeting the 216.219.65.4 address via circuit or extranet should now target 95.130.105.2, the port does not change. The equivalent Radianz address is 75.96.72.81. These new IPs are available immediately.
* Participants requesting new ports will be allocated them using address range of 95.130.105.0/27 however only addresses 1 through 4 will be used initially.
* Participants subscribing to the Certification multicast PITCH feed should contact [email protected] to discuss the specific change details.

BATS Europe First Alert - Post Mortem

An inconsistency in static data was found during overnight processing, which required a manual startup of the system. The issue was resolved by 07:24 BST this morning.

All BATS Europe systems were fully functional from 07:24 BST.

An enhancement is being made to BATS Europe overnight processing immediately to prevent recurrence of this issue.

BATS Europe First Alert - Post Mortem

This morning, before market open, all BATS Europe participants were unable to connect to FIX and PITCH ports. The problem was identified as a network configuration problem caused by a change implemented afterhours yesterday. Network configuration changes to an outside port, put in place last night, exposed an unexpected issue that caused outside connections to be incorrectly routed to the wrong VLAN. The problem was quickly identified this morning and resolved by 7.35am after which all participants established connectivity ahead of the market opening.

BATS Europe is reviewing both its change and QA procedures to ensure that future changes do not cause any recurrence.
