BATS Secondary Site Trading Results

November 30, 2009

Dear Member,

BATS would like to extend its thanks to all our members who participated
in the scheduled trading at the BATS disaster recovery data center on
Friday, November 27th, 2009. We are very pleased with the broad member
adoption of the secondary site, proving it is a viable site that can and
will be used by our members in event of a disaster at the the primary
site. Approximately 80% of the active BATS membership participated in
trading at the secondary site, allowing BATS to attain a matched market
share of 9% on Friday. These results exceeded our expectations and we
would like to again thank all of our members for their support.

Annual production testing of our secondary site is yet another way,
together with our members, that we continue to Make Markets Better.

Following last year's successful live trading in our secondary
datacenter, BATS Exchange plans to operate out of its secondary
datacenter, on Friday, November 27th, 2009
, the day after Thanksgiving.
It is critical that firms have a route established to the BATS secondary
datacenter to minimize any impact on equity trading operations in the
event of a severe issue with our primary datacenter. Trading in our
primary datacenter will resume as normal on Monday, November 30th, 2009.

Last year, BATS Exchange matched more than 281 million shares (6.68%
matched market share) at its secondary datacenter the day after
Thanksgiving as part of a scheduled shift of our trading platform for a
single day to ensure business continuity.

Secondary Site Capabilities

Please be aware that BATS has engineered this secondary datacenter to
have all the capabilities of our primary datacenter. This datacenter
contains all the necessary infrastructure, connectivity, and software to
perform with the same world-class low latency and high throughput you've
come to expect from BATS since our inception.

The full capabilities of this secondary datacenter include:

* All Order Types
* Real-time TOP, TCP PITCH, TCP FAST PITCH and Multicast PITCH market data
* Real-time FIX drop copies
* Routing to all market centers
* Clearing and all nightly processing
* Primary datacenter FIX order-entry ports are available from the secondary datacenter via inter-datacenter link (and vice versa) for firms that have the capability to control network routing decisions.
* Secondary datacenter FIX Handlers are "very warm" - FIX ports are available for connection and heart beating every day, but orders will only be accepted in the secondary datacenter in the event the datacenter is made primary.
* For each member port in the primary datacenter, there is already an analogous port in the secondary datacenter which is ready for connection.

BATS Exchange advises members to have at least one connection to both
our primary and secondary datacenter to take advantage of the
world-class redundancy and resiliency offered by both datacenters and
the ultra low latency, high bandwidth inter-datacenter link. Please
note, in the event of a real disaster, the inter-datacenter link may not

To establish connectivity to the secondary datacenter, please contact

REMINDER: BATS Exchange Secondary Site Testing Opportunity on Saturday, October 24th

In preparation for plans to operate out of its secondary datacenter on
Friday, November 27th, 2009, BATS Exchange will provide members with an
opportunity to perform weekend testing against the secondary datacenter
this weekend on Saturday, October 24th, 2009 from 9AM to noon ET. BATS
will create a simulated market and will accept orders and distribute
market data via BATS proprietary market data feeds at the secondary
datacenter. Note that the scheduled testing period coincides with the
SIFMA Industry-Wide Mock Disaster Test and we are expecting significant
participation during the test this year. If your firm is planning to
test its backup site functionality that date, we would also encourage
you to test your primary site's connection the BATS secondary site.
