o Exchange Trade Reports (ETRs) that meet the size threshold of the MiFID Large-In-Scale (LIS) pre-trade transparency waiver will be considered as using the LIS waiver rather than the Negotiated Trade waiver. As such, this change will help to ensure that only business that was genuinely the target of European policy makers would count towards the MiFID II caps. In addition, support for ETRs with ExecInst(18)=M (Midpoint) will be removed on the same effective date.

o Participants need not make any changes to their systems in order to identify Large-In-Scale (LIS) ETRs and should continue to submit all their ETRs with OrderCategory(1115)=3 indicating a negotiated trade. However, participants should be aware of the following behaviour changes at Bats:

AS ETRs submitted to BXE or CXE will be categorised as LIS automatically if they are large enough to qualify for the Large-in-Scale waiver.

AS If the ETR does qualify, then the OrderCategory field will be cleared in the Trade Capture Report (TCR) confirmation sent back to the participant. The OrderCategory field is now also available as an optional return field on BOEv2.

AS LIS ETRs may not have their size amended downwards such that they no longer qualify for LIS status. ETR amendment messages which attempt to do so will be rejected. The ETR must instead be cancelled, and re-submitted as a new ETR with the smaller size.

AS Non-LIS ETRs that are amended up in size such that they would become eligible for the LIS waiver, still remain under the Negotiated Trade Waiver. However, these ETRs, if completely cancelled and resubmitted with LIS-eligible size, will be treated as such.

AS LIS ETRs will be published on market data without the MMT Negotiated Trade flag set.

A* CSD values in Symbol Reference Data CSV file:

o The Symbol Reference Data CSV file contains a column aEUR~csdaEUR(TM) which is currently populated with Central Securities Depositary (CSD) SWIFT BIC codes for CXE listed instruments only. If the instrument is not CXE listed the field is currently left blank. As of the effective date, the csd column will be populated with the SWIFT BIC code settlement location for all tradable instruments in BXE and CXE.

A* New Segment MICs for the Regulated Market (REGM) segment supported in LastMkt field on FIX and BOE:

o Firms who have opted-in to have the LastMkt field sent back on their Order Executions have enjoyed confidence in knowing the exact market segment in which their order (or Trade Report) executed. In accordance with changes required in MiFID II, Bats is introducing new segment MICs for the REGM segment. These are documented on our website. From the effective date, users of this field, should they execute on REGM segment securities, can expect to receive the enriched content on their FIX or BOE ports.

Summary of Optional Changes
Bats is introducing the following optional changes:

A* MiFID II Record Keeping changes: As previously announced, Bats has made available it's solution to the collection of data required under MiFID II. In addition to the new record keeping fields on FIX and BOE, a new Identifier Management API is also available for participant use from the effective date. Note - any ID data previously supplied will be removed by Bats as of Q3 2017 in line with the commitment on the Bats MiFID II Microsite. FIX tags used for record keeping fields remain subject to confirmation by the FIX Protocol Ltd group.

A* High Frequency Algorithmic Trading (HFAT) Reports: For the purposes of MiFID II/R there are obligations introduced that fall on an investment firm should they be regarded as having a high intraday message rate. Bats is pleased to make available to Participants periodic reports that provide an estimate as to the average intraday message rate of the Participant, taking into account various characteristics defined in the legislation. Participants should not solely rely on these estimates, but may find them useful in determining their own compliance with the legislation. It is noted that estimate accuracy can be improved through early adoption of the Direct Electronic Access (DEA) Indicator flag (BasisOfTrade=1) for situations in which it is relevant. As the reports look back over the previous 12 months, participants are encouraged to take up accurate flagging during this calendar year.

A* Liquidity Provider Programme (LPP) Number Three: With the implementation of MiFID II/R, all firms pursuing an algorithmic market making strategy that meet the definition set out in the legislation, will be required to sign up to a monitored market making agreement on said venue. Bats, following a successful consultation, will introduce a third Liquidity Provider Program (see table below) that is intended to support participants who are captured by the obligation. With this Q4 release, Bats makes the functionality supporting this program available in Production, thus allowing Participants to register and monitor their own performance against the programmeaEUR(TM)s requirements - participation will require the use of the Liquidity Provision flag (LiqProvOnly=1). However, the programme will not be incorporated in the Participant Manual, nor will Bats monitor or enforce the program until a future date closer to MiFID II/R implementation:

REQUIRED SIZE

SPECIFIED PRICE %

REQUIRED TIME %

Program 3

a,!5,000

0.25%**

50%

**The bids and offers have to be of comparable size where aEURoecomparable sizeaEUR? is defined as not diverging more than 50% from each other.

A* Order to Trade Ratio: With the implementation of MiFID II/R, Bats will be required to calculate the ratio of unexecuted orders to transactions (aEURoeOrder to Trade RatioaEUR? or aEURoeOTRaEUR?) incurred by participants, at a symbol level. Bats has developed a policy to be presented in the form of an extended consultation. Following the implementation of the Q4 release, as part of the consultation, participants will be able to see a value populated for relevant symbols, in the existing 'max_otr_count' and 'max_otr_volume' columns of the Symbol Reference Data CSV files.

Bats LIS
Bats is introducing the following changes in support of the Bats LIS service which has a phased go-live by the end of 2016, subject to regulatory approval:

A* Drop copy:

o ODROP: Trade Reports associated with the Bats LIS service reported on ODROP follow a very similar message format to a standard Trade Report, with the only differences being an alternative set of Party Roles in the PartyRole (452) tag, some PartyRoleSubIDs, in addition to a new BookingType (775) tag and FeeCode (9882) tag:

AS Trade Reports can have a number of parties associated with each leg. Each is described in the TCR message via the Parties repeating group. The PartyRole (447) field within each Party group indicates the role of that party on this leg of the trade. Possible values include:

A* 1 (Executing Broker): Bats Firm Id for the Designated Broker

A* 3 (Client Id): BIDS Client Id, identifying the buy-side client.

A* 6 (Introducing Firm): BIDS Firm Id for the Introducing Firm

A* 14 (Give-Up Clearing Firm): BIDS Firm Id for the Give-Up Firm

AS FeeCode (9883) describes the category of fee applicable to the Bats LIS trade. Valid values are:

A* L1: Designated Broker, clearing for a buy-side firm.

A* L2: Executing Broker, trading in their own name.

AS BookingType (775) indicates the method used for booking. If the tag is not present a default of 0 can be assumed. Valid values are:

A* 0: Regular/Cash

A* 1: CFD (Contract for Difference)

AS LISX value in LastMkt (30) tag:

A* LISX will be the segment MIC for all Bats LIS trades, visible on an opt-in basis in the LastMkt (30) FIX tag.

A* Market Data:

o LISX will be the segment MIC visible in the ExecutionVenue field in the extended format of the Trade Message seen on TCP and Multicast PITCH market data feeds.

Bats Europe: Test availability for MiFID II - RTS24 and Algo Testing requirements

August 22, 2016 10:34:49

Dear Bats Europe Participants

As part of its MiFID II preparations, Bats Europe (Bats) would like to announce test environment availability for the following MiFID II requirements:

* RTS 24: Record Keeping - Trading venues will be required to maintain records of all orders submitted to their systems. Bats' approach involves requiring 'short code IDs' on orders and then Participants supplying the mapping from those short codes to their longer form National IDs or Algorithm IDs through a mapping file out of band. This mapping is stored securely until such time as a regulator requests the relevant order records. Bats is pleased to announce the availability in our customer test environments of the complete record keeping system for Participant testing. Further detail can be found here: RTS 24: Record Keeping

* Algo Testing - Bats must require Participants to test algorithms and provide some facility to support that testing. Bats will seek to facilitate Participant testing by simulating a number of conditions as accurately as possible in its UAT environment, including disorderly market conditions. Further detail can be found here: Algo Testing

Documentation

* RTS24: Record Keeping:

o RTS 24: Record Keeping

o Approach to MiFID II Record Keeping

o Secure Web API

o Identifier Management API

* Algo Testing:

o Algo Testing

Testing

* These enhancements above are available for testing in the BXE and CXE Certification (UAT) environments with immediate effect.

Production

* Participants wishing to certify and supply RTS 24 relevant identifiers in the BXE and CXE Production environments will receive further information on how to do so upon request. Any identifier data registered prior to the mandatory supply of identifiers on Friday 8th September 2017, will be removed upon that date.

* Algo Testing functionality is a UAT only requirement.

Please contact the Trade Desk or your Account Manager if you have any questions.

June 17, 2016 13:26:59

Dear Bats Europe Participants

The purpose of this notice is to inform Participants of an upcoming change to the maximum permitted notional value per Exchange Trade Report (ETR).

REMINDER: Bats Europe: Mandatory Change - Decommission of Binary Order Entry (BOE) Version 1 protocol, effective Thursday 30th June, 2016

June 16, 2016 10:31:23

Dear Bats Europe Participants,

Bats Europe (Bats) would like to announce removal of support for the legacy BOE Version 1 protocol in the BXE and CXE environments, effective Thursday 30th June, 2016. Participants must be prepared for these changes from start of day on the effective date. BOE Version 2 is already available in both the Certification (UAT) and Production environments. No new ports are required as existing BOE ports are enabled by Bats for BOE Version 2 once mandatory certification is complete. Any Participants who are still using BOE Version 1 must contact the Bats Europe Trade Desk, certify to the BOE Version 2 specification and arrange a date to migrate all Production ports before Thursday 30th June, 2016.

Reason for changes

· BOE Version 1 has several fixed size messages which are unable to accommodate the addition of future functionality. BOE Version 2 allows greater opportunity for expansion and Participants should migrate to BOE Version 2 to take advantage of new functionality as it is added.

· New additional fields that will be required as part of MiFID II compliance will only be available under BOE Version 2. The sunsetting of BOE Version 1 is thus scheduled as part of the overall Bats MiFID II roadmap.

· BOE Version 2 is already the mandatory BOE protocol for BXTR Trade Reporting functionality. Extending this to all Bats functionality will simplify the BOE protocol implementation across BXE, CXE and TRF platforms.

Documentation

· The BOE Version 2 specification for the BXE and CXE environments is available for download at the following link https://urldefense.proofpoint.com/v2/url?u=http-3A__www.batstrading.co.uk_support_&d=CwIGaQ&c=tTiMdUxnKixVqCffo2dMgqTYKvHcASZgNQnF1AoodRc&r=0xB4yrT2tS4k7chRDe_CUtFn5x5kqaMHUCEXd3LhD1c&m=f-bDkpe5RQLmxaprXI9m_UnQ33vptD5GG8CsqUOojtg&s=J6-AgXLK2kvcU4QkaX55sOIrL15Dp4QCvYNgZBk1HVs&e= .

BOEv1 to BOEv2 differences

· BOE Version 2 removes the optional AccessFee field and adds the optional FeeCode field, however FeeCode is not used at this time. We may populate this field at some time in the future but for now, the FeeCode field is empty.

· The following fields are already available for use in BOE Version 2 and not in BOE Version 1: Settlement Date, Settlement Price and LastMkt.

Testing

· BOE Version 2 is currently available for testing in the BXE and CXE Certification (UAT) environments.

· Certification on BOE Version 2 is mandatory before use in Production.

· Support for BOE Version 1 was removed from the Certification environments on Tuesday 31st May, 2016.

· As previously announced, Bats Europe will not be certifying new BOE Version 1 Participants.

Please contact the Trade Desk or your Account Manager if you have any questions.

REMINDER: Bats Europe: Mandatory Change - Decommission of Binary Order Entry (BOE) Version 1 protocol, effective Thursday 30th June, 2016

May 24, 2016 14:52:45

· The BOE Version 2 specification for the BXE and CXE environments is available for download at the following link http://www.batstrading.co.uk/support/.

· Support for BOE Version 1 will be removed from the Certification environments effective Tuesday 31st May, 2016.

· As previously announced, Bats Europe will not be certifying new BOE Version 1 Participants.

Please contact the Trade Desk or your Account Manager if you have any questions.

Documentation

* ODROP Redundancy Guidance Note

* Disaster Recovery Guide

Testing

* ODROP B feed ports are available for testing in the Bats Certification (UAT) environments with immediate effect. Interested Participants should submit a completed Certification port order form to the Trade Desk.

April 21, 2016 16:50:22

Dear Bats Europe Participants

Disaster Recovery test - Saturday, 24th September 2016

Bats Europe will be conducting its annual disaster recovery (DR) test on the Production BXE and CXE integrated order books and TRF environment on Saturday 24th September 2016. The purpose of this testing day is for Bats Europe to simulate various DR failover scenarios, including a test of market failover from its primary data centre at Equinix Slough (LD4) to its secondary data centre at Equinix Park Royal (LD3). Participant attendance is not mandatory but is strongly recommended as this exercise affords Participants the ability to observe how their trading, trade reporting and market data applications would function in the event of a DR event at Bats Europe.

Participants should note the following:

* Change Freeze - Participants wishing to take part in the DR test must submit any outstanding requests for new ports by 16:00 UK time on Thursday 22nd September. No new port requests will be processed on Friday 23rd September.
* Production Data - Please ensure that your systems are configured not to send production trade reports to Bats Europe when our systems come up on the DR test morning as all data from the day will be discarded as test data.
* Disaster Recovery Test Schedule of Activities - To be published at a later date.

Key contacts on the day

* The standard Bats Europe support contacts will be available from 07:00 until 12:40 UK time:

o NOC: [email protected] +44 20 7012 8905

o Trade Desk: [email protected] +44 20 7012 8901

Conference Bridge

* There will be an one-way conference bridge open from 07:30 and close at 12:40 UK used by Bats Europe staff to disseminate regular progress updates throughout the day.

* Details of the conference bridge will be sent out closer to the DR test date.

Please contact the Trade Desk or your Account Manager if you have any questions.

BOE Version 2 allows greater opportunity for expansion and Participants should migrate to BOE Version 2 to be able to take advantage of new functionality as it is added.

· The BOE Version 2 specification for the BXE and CXE environments is available for download at the following link http://www.batstrading.co.uk/support/.

BOEv1 to BOEv2 differences

· BOE Version 2 removes the optional AccessFee field and adds the optional FeeCode field, however, FeeCode is not used at this time.

· Support for BOE Version 1 will be removed in the Certification environments effective Tuesday 31st May, 2016.

· With immediate effect, Bats Europe will not be certifying new BOE Version 1 Participants, but re-certifications will still be supported.

Update from Bats: New Logo and Naming Conventions

February 19, 2016 08:08:37

Dear Bats Europe Customers and Members of the Trading Community,
Today we are happy to roll out a new brand, as well as updates to our company and market centre naming conventions.

New Brand
[cid:[email protected]]We believe our new logo, included below, reflects our past and gives us a strong foundation for the future. Bats remains focused on great technology, innovation and outstanding customer service and we believe the new logo and naming conventions outlined below unify our global organization, better reflecting who we are as a company today.

New Naming Conventions
Beginning today, BATS Chi-X Europe is now simply known as Bats Europe to better unify our global brand. Our order books and trade reporting services maintain their names - the Bats BXE Order Book, the Bats CXE Order Book and BXTR.

Additionally, our parent company, BATS Global Markets, Inc. (BATS), has officially changed its name to Bats Global Markets, Inc. (Bats), with the word Bats title-cased vs. all uppercase letters. It's a minor, but important update for our business. As you will see from the table below, we've applied this format across all of our markets with the exception of the Hotspot global foreign exchange market, whose name and brand we maintain.

Following please find the new naming conventions for our various markets:

BATS Chi-X Europe: Periodic Auctions Minimum Order Entry Size, effective Mon 25th Jan 2016

January 18, 2016 15:05:13

Dear BATS Chi-X Europe Participants

Further to the announced Symbol Reference Data changes, BATS Chi-X Europe (BATS) would like to remind participants of the launch of Periodic Auctions Minimum Order Entry Size, effective Monday 25th Jan 2016.

The BATS initial Minimum Order Entry Size will be €3,000 notional value per order.

The Minimum Order Entry Size criteria will be implemented as a quantity (size) check per symbol calculated statically from the BATS previous close price for the BXE book. The calculated daily value will be derived by taking the minimum order size in Euros, converting to the traded currency and dividing by the BATS previous close (any partial shares being rounded up). In normal operation the Min Order Entry Size will not vary during the day.

Practically, the Minimum Order Entry Size will be checked on order entry and on any modification requests to the order. Stubs resulting from partial fills will be allowed to roll between periodic auctions. However, any subsequent modification requests to a stub will be rejected if the new size does not meet the Minimum Order Entry Size (the original stub order will be left on the book).

This change is available for testing in the BATS (BXE) Certification environment with immediate effect.

Please contact the Trade Desk or your Account Manager if you have any questions.

January 15, 2016 13:38:28

Dear BATS Chi-X Europe Participants,

BATS Chi-X Europe (BATS) would like to announce removal of support for the legacy BOE Version 1 protocol on the BXE and CXE environments, effective Thursday 30th June, 2016. Participants must be prepared for these changes from start of day on the effective date. BOE Version 2 is already available in both the Certification (UAT) and Production environments. Reason for changes

· BOE Version 1 has several fixed size messages which are unable to accommodate the addition of future functionality. BOE Version 2 allows greater opportunity for expansion and Participants should migrate to BOE Version 2 to be able to take advantage of new functionality as it is added.

· New additional fields that will be required as part of MiFID II compliance will only be available under BOE Version 2. The sunsetting of BOE Version 1 is thus scheduled as part of the overall BATS MiFID II roadmap.

REMINDER: BATS Chi-X Europe: Changes to Symbol Reference File, effective 25th Jan 2016

January 11, 2016 09:44:08

Dear BATS Chi-X Europe Participants

BATS Chi-X Europe (BATS) will be appending two additional columns to the Symbol Reference Data CSV file for use in the BXE Periodic Auctions Order Book.

Periodic Auction Min Order Entry Size and Periodic Auction Min Order Entry Notional columns will be added to the end of the PRODUCTION Symbol Reference Data CSV files, effective Monday 25th January 2016:

Subject to receiving regulatory approval, the Minimum Order Entry Size criteria will be implemented as a quantity (size) check per symbol in the Matching Engine calculated statically from the BATS previous close price for the BXE book. The calculated daily value will be derived by taking the minimum order size in euros, converting to the traded currency and dividing by the BATS previous close (any partial shares being rounded up). In normal operation the Min Order Entry Size will not vary during the day.

Practically, the Minimum Order Entry Size will be checked on order entry and on any modifications to the order. Stubs resulting from partial fills will be allowed to roll between periodic auctions. However, any subsequent modifications to a stub will be rejected if the new size does not meet the Minimum Order Entry Size (the original stub order will be left on the book).

Please see the attached updated Reference Data Specification of the Symbol file with the corresponding periodic_auction_min_order_entry_size and periodic_auction_min_order_entry_notional columns added.

The additions above will be effective for the BXE, CXE and TRF symbol reference data files, upon the PRODUCTION effective date indicated above.

These changes, including detailed descriptions of each column have been reflected in the updated Reference Data Specification, and are available for testing in the BATS (BXE) Certification environment with immediate effect.

Please contact the Trade Desk or your Account Manager if you have any questions.
