BATS Chi-X Europe: Changes to Symbol Reference File, effective 25th Jan 2016

December 07, 2015 17:04:27

Dear BATS Chi-X Europe Participants

BATS Chi-X Europe (BATS) will be appending two additional columns to the Symbol Reference Data CSV file for use in the BXE Periodic Auctions Order Book.

Min Order Entry Size and Min Order Entry Notional columns will be added to the end of the PRODUCTION Symbol Reference Data CSV files, effective Monday 25th January 2016:

Subject to receiving regulatory approval, the Minimum Order Entry Size criteria will be implemented as a quantity (size) check per symbol in the Matching Engine calculated statically from the BATS previous close price for the BXE book. The calculated daily value will be derived by taking the minimum order size in euros, converting to the traded currency and dividing by the BATS previous close (any partial shares being rounded up). In normal operation the Min Order Entry Size will not vary during the day.

Practically, the Minimum Order Entry Size will be checked on order entry and on any modifications to the order. Stubs resulting from partial fills will be allowed to roll between periodic auctions. However, any subsequent modifications to a stub will be rejected if the new size does not meet the Minimum Order Entry Size (the original stub order will be left on the book).

Please see the attached updated Reference Data Specification of the Symbol file with the corresponding min_order_entry_size_column and min_order_entry_notional columns added.

The additions above will be effective for the BXE, CXE and TRF symbol reference data files, upon the PRODUCTION effective date indicated above.

These changes, including detailed descriptions of each column have been reflected in the updated Reference Data Specification, and will be made available in the CERTIFICATION environments for testing from Tuesday 22nd December 2015.

Please contact the Trade Desk or your Account Manager if you have any questions.

BATS Chi-X Europe: New Duplicative Order Protection feature enhancement

May 05, 2015 14:49:45

Dear BATS Chi-X Europe Participants,
BATS Chi-X Europe (BATS) is pleased to announce the immediate availability of session level Duplicative Order Protection. This functionality will enable Participants to prevent duplicative orders from entering a BATS exchange platform when a user-defined number of orders with matching Side, Price, Quantity, and Symbol have been accepted during a configurable period of time.
The functionality can be used by any Participant and no additional paperwork is required.
How the functionality works

Participants set the Time Threshold (in seconds), Order Count Threshold and the Action When Encountered (Reject or Disable Port). If Disable Port is selected, ALL new orders received on the port for the trading identifier (Bank Code) will be rejected until an emailed request is submitted to the Trade Desk to manually reset the risk control on the port. Cancels will continue to be processed for orders accepted prior to tripping the Duplicative Order Protection check and Trade Reporting capabilities will be unaffected. Also, any orders using alternate Bank Codes on the port in question will not be blocked on the tripped order entry port.

Example: If a Participant sets the number of orders to ten (10) and the number of seconds to three (3), the system will take the defined action (reject or disable the port) when 10 or more duplicative orders have been received during a 3-second window. Duplicative Order Protection checks are only performed at the individual session level.

Technical Implementation
Participants that would like to enable Duplicate Order Protection on their order entry ports may do so through the Port Controls or Sponsored Access tools found within the BATS Chi-X Europe Participant Web Portal. Alternatively, Participants are able to make use of the Risk Management Secure Web API to automate validation and control of such settings.
Testing
This functionality is available for testing in the BATS Chi-X Europe Certification environments with immediate effect.
Pricing

* No changes to the pricing for the use of the Duplicative Order Protection

* The Pricing Schedule is available at the following link: http://cdn.batstrading.com/resources/participant_resources/BATSEuro_Pricing_Effective.pdf

Clearing

All trades are cleared and settled in line with the Participant's existing post-trade arrangements.

BATS Chi-X Europe: EuroCCP NV Risk Limit Calculation for on Exchange Trade Reports

April 28, 2015 11:58:16

Dear BATS Chi-X Europe Participants,

BATS Chi-X Europe (BATS) would like to remind Participants of the €10m limit on Exchange Trade Reports (ETRs) which are submitted to BATS for clearing and settlement through EuroCCP NV.

Participants should note that for the purposes of calculating the value of ETRs, EuroCCP use the previous day’s closing price multiplied by the number of shares submitted to obtain the trade value. Where the trade is in a non-Euro currency, EuroCCP will apply the previous days FX rate.

When submitting an ETR Participants should use the above methodology, plus a degree of tolerance to avoid trades being subsequently invalidated.

For further information please refer to the following link: http://www.euroccp.com/sites/default/files/euroccp_regulation_trade_refusal_12122014.pdf or contact EuroCCP NV for additional questions regarding these limits.

Please contact the Trade Desk or your Account Manager if you have any additional questions. We appreciate your continued support of BATS Chi-X Europe.

BATS Chi-X Europe: Dark Lit Sweep Order Type available across all CXE market segments, effective Friday 17th April 2015

March 27, 2015 14:00:10

Dear BATS Chi-X Europe Participants

Further to the recent launch of the Dark Lit Sweep order type for all securities on the BXE order book and for securities in the Nordic markets (Stockholm, Copenhagen, Helsinki and Oslo) on the CXE order book, BATS Chi-X Europe is pleased to announce the completion of its Dark Lit Sweep rollout with the extension of this order type's availability to all remaining CXE market segments, effective Friday 17th April 2015. Dark Lit Sweep offers Participants access to either the BXE or CXE dark (midpoint matching) and lit order books with a single order, and it is available for testing in the Certification environment.

Subject to successful certification, the order type can be used by any Participant of BATS Chi-X Europe and no additional paperwork is required. Sponsored Participants can also use this order type, subject to written permission from their Sponsoring Participant.
How the order type works

* Participants submit an order through either their FIX or BOE order entry ports and flag the order as a Dark Lit Sweep order (see technical implementation notes below)

* Orders access midpoint liquidity and/or lit order book liquidity based on best price. Best price logic automatically executes on whichever order book, lit or dark, has the better price first. In the event of a tie between the available prices on the Dark and Lit order book the execution will preference the dark order book for potential midpoint matching

* Residual volume can either be cancelled back to the Participant or left to rest on the CXE lit order book

Pricing

* Dark Lit Sweep orders will attract the fees associated with the order book in which they receive fills. The Pricing Schedule is available at the following link: http://cdn.batstrading.com/resources/participant_resources/BATSEuro_Pricing.pdf

Clearing
All trades are cleared and settled in line with the Participant's existing post-trade arrangements. Trades resulting from Dark Lit Sweep orders will be included in the Participant's End of Day (EOD) trade data file.

Technical Implementation
Participants can specify Dark Lit Sweep orders on an order by order basis by using the following value in the RoutingInst field (FIX tag 9303):

Dark Lit Sweep: FIX Tag 9303=u (lowercase)
The Dark Lit Sweep order type may also be hardcoded for Participants on their FIX or BOE port, upon request.

Testing
Dark Lit Sweep is available for testing in the BATS Chi-X Europe Certification environment with immediate effect. Participants who are not already live with Dark Lit Sweep, are required to pass a certification test before enablement in Production. Please contact the Trade Desk to schedule your formal certification test.

BATS Chi-X Europe: ETF Post-Trade Transparency - Changes to delayed publication thresholds

March 13, 2015 16:36:05

Dear BATS Chi-X Europe Participants,

BATS Chi-X Europe (BATS) announced on 15 September 2014 that it would introduce a delayed reporting regime for all ETFs reported to BATS under the table below in Q1 of 2015. BATS now confirms that this delayed reporting regime will take effect in production on and from 27 March 2015, with functionality available for clients to test against in the Certification environment from the 17 March 2015.

BATS Participants will be able to report their off-order book ETF trades to BATS using either BATS' BXTR Trade Data Monitor (TDM) service or BATS' BXTR Exchange Trade report (ETR) service, the same delayed reporting schedule in the table below will apply to both services:

* Existing BATS BXTR Participants can utilise their existing reporting arrangements and are encouraged to ensure their ETF trades are included.
* Non BATS BXTR Participants can either:
* register and use their FIX or BOE connections, or
* register and use BATS' BXTR TDM or BXTR ETR GUI (ideal for smaller volume participants), or
* if not registered but transacting with a BATS BXTR Participant, ask your counterparty to report the trade
* BATS TDM trade reporting service allows Participants to report all of their ETF trades to BATS rather than to multiple national exchanges or TDMs.
* Reporting of bilateral trades in Swiss listed ETFs. Firms can either report their trades via the BXTR ETR service or, if firms only wish to publish the trade, via BATS' Swiss TDM licence and, in doing so, also become a reporting member of BX Swiss if not already a trading member of BX Swiss.

For On-Exchange reported ETF trades, a Participant Notice has been issued (attached) with the proposed revised text to the Participant Manual in order that Participants have a period in which to comment on this proposal.

For Off-Exchange (OTC) reported ETF trades, the TRS Service Description will incorporate the delayed reporting schedule as outlined below.

BATS' Delayed Reporting Schedule:

[cid:[email protected]]

NOTE: BATS Participants operating under BATS BXTR TDM service should report all trades to BATS within 3 minutes unless the trade is eligible for delay and the Participant wishes to manage the delay. BATS will publish trades immediately upon receipt unless the Participant elects for delayed reporting, in which case and if eligible, BATS will hold pending the trade report and automate its release at the appropriate time. Any report delayed beyond the close of business will be published on T+1 at 07:50 London time for ETRs and 07:15 London time for the TDM.

BATS Participants wishing to become a BXTR trade reporting member are asked to contact [email protected] or their Account Manager if they have any questions.

BATS Chi-X Europe: Upcoming Enhancements to BXE and CXE platforms

March 11, 2015 15:06:00

Dear BATS Chi-X Europe Participants,

BATS Chi-X Europe (BATS) is pleased to announce a number of operational and risk control enhancements to its BXE and CXE platforms, effective Friday 27th March, 2015. These enhancements will not affect FIX and BOE interfaces.

10M Euro Default Order Size Limit
BATS will be extending its risk controls to include a default notional value limit on incoming orders of 10,000,000 euros. Firms that require an order size greater than this are encouraged to utilise the BATS Port Controls web application to set their required limit ahead of the implementation date.

Exchange Trade Reports with Standardised Seven Decimal Place support
From the effective date, all Exchange Trade Reports (ETRs) will report prices to seven decimal places.

Exchange Trade Report Half Day Holiday Handling
Currently, Exchange Trade Reporting is supported on-exchange until one hour after the close of continuous trading of the respective market segment. From the effective date, this will become one hour after the close of continuous trading on BATS.

Behaviour of Execution Collars during Listing Market Auctions
From the effective date, during a Listing Market auction phase BATS will no longer evaluate passive resting Orders against the Listing Market indicative auction value (IAV) and cancel when in breach of the Order Price collar (price greater than 5%). This will ensure that passive resting Orders can remain in the Book in circumstances where the IAV is out of line with the valid market price.

Testing
All the above changes are available for testing in the BXE and CXE Certification (UAT) environments, effective Tuesday 17th March, 2015.

Please contact the Trade Desk or your Account Manager if you have any questions.
